Good Morning. The Rules and Regulations state that "A. The Competition is open only to:
(i) individuals who are at least 18 years of age at the time of entry, and are citizens or permanent residents of the United States as of the time of entry;"
I hope this answers your question. Thank you for your interest in the Opioid Recovery App Challenge!

(v) Applications must not collect or store personally identifiable information (PII) or protected health information (PHI) as defined in 45 CFR 160.103
How do we meet this standard and still be able to implement appointments, reminders and interaction between Patient (user) and attending professionals (Therapist, Case Manager, Dr) Can Patient (user) voluntarily submit info and then can it be stored on secure, HIPAA compliant database ?

Hi Harold,
I assume you are referencing Insight 4. Insight 4 states “How could an app help with this? Could a time management tool, with daily reminders for doctor, counselor, and treatment appointments help?”. These are just reminders and are not intended to interact with providers directly. Users can share whatever is in the app when they meet with their provider in person, or if they choose, via email/sending – which is voluntary. The app itself should not retain any personal(PII/PHI) details.
I hope this answers your question. Thank you for your interest in SAMHSA's Opioid Recovery App Challenge.
